A Bitcoin Improvement Proposal is a public document for proposals and standards related to Bitcoin. Depending on type, a BIP may describe technical rules, interfaces, applications, informational material or processes. Authors explain the problem, motivation, specification, possible incompatibilities and often a reference implementation.

The current BIP process is described in BIP 3. A BIP can be discussed, numbered and included in the public repository without thereby being adopted by Bitcoin. The repository is a publication medium and archive; it has no governing body imposing binding changes on every user.

Actual effects require further steps. Software projects can implement the proposal, users and services can adopt that software, and consensus changes require suitable activation and sufficient shared use of compatible rules. Some BIPs become widely used; others remain drafts or are closed. A BIP is therefore the structured start of a possible change, not the change itself.

Common misconception

Many wrongly interpret a BIP number as approval or activation. A number initially identifies only a documented proposal; implementation, support and actual use are separate steps.
